11.2.2008 O R D E R: The Director of Medical Education, Hyderabad in his letter read above sent the proposal for construction of a Millennium Block which is a super-specialty Block at Government General Hospital, Guntur, for providing superior medical care to all patients at this teaching hospital and thereby contribute to excellent medical education to all students and staff of Guntur Medical College, Guntur. The Guntur Medical College Alumni of North American (GMCANA) shown interest towards this project and came forward to provide a sum of Rs.5.00 corores under public private partnership project and requested for a matching grant of Rs.5.00 corores from the Government of Andhra Pradesh to meet the cost of construction and equipment. A Memorandum of Understanding was signed by the Govt., of A.P., with President, GMCANA during the visit of Hon'ble Minister for Medical Education & Health Insurance to AAPI in USA. The total cost of project for construction is estimated for Rs. 12.51 crores. Subsequently by reducing the area to cellar, ground and two floors, the estimate has been projected at additional floors later on when the additional funds are raised by them. The Director of Medical Education has therefore requested for santion of a matching grant of Rs 5.00 crores for the construction of Millennium Block at Government General Hospital, Guntur with a total cost of Rs 10.00 crores. 2. After careful examination of the matter, the Government hereby accord administrative sanction for an amount of Rs. 9.75 crores (Rupees Nine Crores & seventy five lakhs only) for construction of Millennium Block (Ground + 2 floors) at Govt. General Hospital, Guntur subject to the following conditions which have been requested by the GMCANA since they are making a matching contribution of Rs. 5.00 crores: 1) APHMHIDC would supervise the construction work by calling for tenders and entrusting it to an agency; 2) Quality assurance for the building will be got done through an independent agency to be jointly nominated by GMCANA / APHMHIDC; 3) A joint Bank Account would be opened in the name of "Podila Prasad GMCANA Millennium Super-specialty & Trauma Centre" to be coperated jointly by the District Collector, Guntur who is the chairman of the Hospital Development Society, Govt. General Hospital, Guntur with a representative of GMCANA to regulate the payment for building, Contributions from both Govt., as well as GMCANA will be deposited into this Bank Account; 4) Payment for the work done will be made from the Bank Account under joint signatures of the Collector, Guntur and the representative nominated from GMCANA on the recommendations of the A.P. Health & Medical Housing & Infrastructure Development Corporation; 5) The Millennium Block will be named as "Podila Prasad GMCANA Millennium Super-specialty & Trauma Centre", Govt. General Hospital, Guntur. 3. The contributions by the Government / GMCANA will be as follows:-

(04) Construction of Millennium Block at Government General Hospital, Guntur -- 530 Major works -- 531 Other expenditure. 5. The Director of Medical Education, Hyderabad and Managing Director, A.P. Health & Medical Housing & Infrastructure Development corporation, Hyderabad shall take necessary further action in the matter. 6.
